One can find anything on the internet if you look hard enough (sort of like Rule 34, but more general).

This (http://www.fanplusfriend.com/servlet/the-2248/Victorian-Gothic-Lolita-cln--Ruffle/Detail), for example, can be made in either velvet or corduroy, and I think it must be a blouse, though maybe it has to be worn over something, in which case it's a jacket. :)

And this one (http://www.landsend.com/pp/womens-long-sleeve-corduroy-ruffle-shirt~229869_59.html?cm_mmc=Froogle-_-null-_-FP-_-data_feed&mr:trackingCode=8719D125-D267-E111-8435-001517B1882A&mr:referralID=NA) is arguably a blouse, though it is labeled as a shirt.
