My instinct would be that a web journal (as opposed to the sort you keep in a paper book somewhere) is a subset of a blog, one which is for the most part about the author or the author's doings. My blog is mostly a journal; yours is mostly not. "Blog for America" is not a journal. But I have no idea if other people's instincts match that.
