Photoshop.
It's surprisingly easy (and addictive) to add tiny details. For something so small you don't need to worry much about accuracy.

I'm getting "www.tektek.org cannot be found". I don't think it's the #. Though maybe it's an MIT-specific network problem, if you can get through.
(Not to mention, LiveJournal seems to strip the # off when it turns it into a link.)

Hmm, okay, maybe not the splat then. (The splat seems to appears once you start picking options.)
